This just illustrates the moronic stupidity of some council employees and jobsworths!

So the van is classified as his place of work, eh?

Does that mean he does the painting and decorating inside of it?

Is it still his place of work on his day off?

Is it his place of work when travelling between jobs?

Talk about stupid Big Brother watching you!
